The complexity of environmental issues indicates that regulations have not guaranteed sustainable public participation. The gap between the recognition of participation rights and their implementation remains a concern because environmental quality depends on involvement in decision-making, monitoring, and ecological action. This study aims to analyze the role of environmental law in strengthening participation toward a green environment, forms of participation developed through legal instruments, and factors hindering its effectiveness. It employs a normative legal method using statutory and conceptual approaches. Legal materials are analyzed through qualitative juridical analysis involving identification, classification, interpretation, and evaluation of norms. The findings show that environmental law establishes rights and obligations, provides opportunities for participation, shapes ecological behavior, and strengthens monitoring and law enforcement. Public participation encompasses informational, deliberative, ecological action, monitoring, and reporting dimensions. Its effectiveness remains constrained by limited legal and ecological literacy, unequal access to information, institutional capacity, and inconsistent law enforcement.
